NCSLI 170 - Documentary Standards Quarterly

171- Steve Doty - Calibration System Resources will be meeting at MSC. The 171 completed the extended review for the BOD in mid- December. The Handbook was updated for BOD comments and routed to BOD for approval, in preparation for the BOD meeting in San Diego. Steve has established 171 Working Group Two, 17025 Handbook Writing Committee. This committee will be meeting at MSC to begin work. The 171 is seeking to establish Working Group Three for a RP or Handbook for Accreditation Bodies for assessing calibration laboratories to meet the requirements of ANSI/NCSLI Z540.3 2006, sub clause 5.3. Barbara Belzer feels the 175 has enough on their plate with the Traceability RP. The 171 will go ahead with this and we will seek AB representation and keep the 175 in the loop on our progress. Barbara agreed, just stating we must ensure we are communicating regularly on this. Del and Steve both gave presentations at the NCSLI Virginia Section meeting in Virginia Beach

172-Doug Cooper - Laboratory Facilities is meeting at MSC. The facilities committee is intending on creating a new RP for re-establishing a lab after a move or major renovation. We are soliciting participation of people who have gone through the pain of relocating their laboratories and have insight to all the details that need to be addressed for re-establishing the laboratory.

173-Howard Castrup –Metrology Practices – Meetings at MSC.
No significant activity for this quarter.

174-Bob Fritzsche – 174 Accredited Standards. The Committee continues to work on the integration of ANSI/NCSL Z540.3-2006 into the greater measurement community. The 174 Committee continues to actively solicit comments from the membership and others on recommendations for changes to ANSI/ISO/IEC 17025 that would be forwarded to the US representative to ISO. Comments are to be forwarded to Mr. Steve Doty at Stephen.doty@navy.mil for coordination. Any comments collected will be discussed during the next Committee meeting. The Committee will meet on March 24th, 2009 at the Measurement Science Conference in Anaheim, CA. The meeting is scheduled to be held from 5 to 7 pm. in the Disneyland Hotel.

175-Barbara Belzer– Accreditation Resources is meeting at MSC. No significant activity for this quarter. The suggestion to blog committee activities did not work with this group. Teleconferencing is being considered.

176-Tom Flynn– Calibration/Certification Procedures. Meeting at MSC. Monthly Teleconferencing in place. Working on RP-3 presentation with the Learning and Development Committee. This presentation will be reviewed by the Learning and Development committees and placed in a training directory. Committee 176 has the goal of presenting the RP-3 material at the 2009 NCSLI Conference as part of an "RP Training Resources" session.

174-Bob Fritzsche – 174 Accredited Standards. The 174 Accredited Standards Committee met during the 2008 NCSLI Conference. Meeting minutes have been posted on the NCSLI website. During the meeting, the Committee reviewed and approved the Committee Operating Procedures. The 174 Committee continues to actively solicit comments from the membership and others on recommendations for changes to ANSI/ISO/IEC 17025 that would be forwarded to the US representative to ISO. The standard is due for reaffirmation/revision in 2010. Comments are to be forwarded to Mr. Steve Doty at Stephen.doty@navy.mil for coordination. Any comments collected will be discussed during the next Committee meeting.

175-Barbara Belzer– Accreditation Resources. Layout of the RP was discussed and the draft TOC reviewed. Several comments were made and these are in the minutes of the meeting.To date no committee meeting has taken the action to review and comment on the TOC either by email to B. Belzer or on the site. 3- Received a presentation from Andrew Wallard at BIPM of a presentation given by Robert Wielgosz, BIPM, on Traceability Schemes in Laboratory Medicine. It's of particular importance with regards to the medical and pharmaceutical communities. This presentation will be used as a resource as we look at different metrological traceability challenges and schemes in the RP.

176-Tom Flynn– Calibration/Certification Procedures.
Completed revision/expansion of RP-3 Powerpoint presentation to promote RP-3. Presentation will be forwarded to Georgia Harris with the goal of having the presentation made available in the "pool" of NCSLI learning resources. Committee is actively working to promote the presentation at Sectional meetings. Presentation is to be posted on Committee 176 blog.

NCSLI 170 - Documentary Standards Quarterly

o 171-Chet Franklin. Calibration System Resources. The 171 Chair is in transition. Steve Doty has accepted the position as of this meeting. Working Group One, Handbook for ANSI/NCSL Z540.3-2006.
• The goal is to have a completed “Draft” handbook by the end of the August Conference. The Working Group (WG) continues to meet by web/teleconference every week. The WG is progressing methodically through all requirements of the Standard. Currently the WG is finishing Sub clause 5.3. All other sub clauses have been completed. The WG will next move into the appendices. An Ad-Hoc Committee was pulled together to perform a comparative analysis of ANSI/ISO/IEC 17025 and Z540.3 Sub - clause 5.3. This analysis is being proposed as Appendix F, of the Handbook. The WG will conduct a full two day working meeting prior to the August conference, with the goal of wrapping up the Handbook and moving it forward in the publication process.
• The second effort is a handbook for the application of ISO/IEC 17025, similar to the one for Z540.3. Mr. Bill Thompson, NSWC Corona, has been asked to chair a working group (WG2) for that effort.
• The third effort is the consideration (still being discussed) of a Recommend Practice for the “Selection and Application of Standards – ANSI/NCSL Z540.3, ISO/IEC 9001, ISO/IEC 17025, and ISO/IEC 10012”.

o 172-Doug Cooper - Laboratory Facilities Committee RP16 article appears in the July me.trol'o.gist. We will begin work on a possible new RP, moving an existing laboratory.

o 173-Howard Castrup –Metrology Practices - The committee continues to work toward revision or development of RPs for calibration interval analysis; measurement decision risk analysis; SPC and Bayesian methods; metrology decision support analysis; and uncertainty analysis. RP Subcommittee Reports:

Work is still in-progress on extending current ANOVA methods to cover part variation, equipment variation, reproducibility, repeatability and uncertainty growth. Apart from technical support to the NCSLI membership, there was no activity to report for this quarter. Percent Completed: 15%. Estimated Completion Date: TBD.

Decision Support: Subcommittee Chair: Pat Snyder, Boeing. Activity: Development of a Recommended Practice to optimize test and calibration support by integrating and implementing the methods and procedures of RP-1, RP-5, RP-12, RP-18, and the RP SPC Methods for Metrology.
Work In-Progress:
This document will serve to integrate material from other Metrology Practices documents to assist in managing metrology programs. There is no activity to report for this quarter.
A draft RP titled “Metrology Practices Decision Support Topics,” submitted by Derek Porter of the Boeing Commercial Airplane Group, is currently under review.
Percent Completed: 5%.

Planned 2008 Activities:
An analytical metrology “core document” is under development by H. Castrup. A draft is expected to be completed by November 2008.
Estimated RP Completion Date: March 2009.

Uncertainty Analysis:

Editorial comments and revisions received for 3rd draft of Chapters 1, 2, 3, 5, 6 and Appendices A, B, C and D.
Editorial comments and revisions received for 2nd draft of Chapters 4, 7 and Appendices E & F.
Initial drafts of Chapter 8 - Uncertainty Analysis for Alternative Calibration Scenarios, Chapter 10 - Uncertainty Growth and Appendix H - Bayesian Analysis sent to committee for comments and revisions on July 8, 2008.
4th draft of Table of Contents sent to committee for review on July 8, 2008.
Suzanne met with NCSLI staff on April 21 and June 23, 2008 to initiate work for on-line peer review process.
Status/Action Items:
Latest comments and revisions will be incorporated into Chapters 1 – 7 and Appendices A through F by the end of July, 2008. Drafts of remaining Chapters 11- 13 and Appendix G are scheduled to be completed by the end of August, 2008.
Additional analysis examples for Appendices I through K are scheduled for completion by late August or early September, 2008. The NCSLI on-line peer review process is tentatively scheduled for late September or early October, 2008.

o 174-Bob Fritzsche – 174 Accredited Standards Committee The 174 Accredited Standards Committee met during the 2008 Measurement Science Conference. Several new members were added to the committee. Those were: Tim Osborn, Dynamic Technology (Member); Hy Tran, Sandia (Member); Andrea Claudette, Sandia (Alternate); Barry Fleming, Rohde & Schwarz (Alternate); and Susanne Canning, Oakridge (Alternate). The Committee continues to work on the integration of ANSI/NCSL Z540.3-2006 into the greater measurement community. Concern over the implementation of the requirements contained in Section 5.3 continues to exist due to the significant difference between the use of a Test Accuracy Ratio (or Test Uncertainty Ratio) and the calculation of false accept probabilities. The Z540.3 Handbook that is being developed by the 171 Committee, Working Group 1, should greatly assist in that regard since it includes some practical examples of how to comply with the requirement. Once the draft is completed, the 174 Committee members will get a chance to review the document and provide feedback. A new task being undertaken by the 174 Committee relates to the upcoming review of ANSI/ISO/IEC 17025. It is not due for reaffirmation until 2010, but the Committee is actively soliciting comments from the membership (and others) on recommendations for changes that would be forwarded to the US representative to ISO. Comments are to be forwarded to the Committee Chair for coordination and execution. The Committee will meet at NCSLI in Orlando. Meeting is scheduled to be held on Monday, August 4th from 4 to 6pm.

o 176-Tom Flynn– Calibration/Certification Procedures. Implemented an “RP-3 Introduction” presentation at Region 1430 meeting in May with the intent of making it available as a presentation at Regional NCSLI meetings. Feedback was positive and it was suggested by an attendee that NCSLI promote the RPs at the regional meetings with presentations of this sort. The committee would like to have someone within the various regions volunteer to give the RP-3 presentation at the regional meetings. Committee members would work with the volunteer to answer any questions they may have. Further committee work will be done on the presentation to expand it.
